Make ownership, consent, retention, access, and deletion visible in the operating setting.
A technically available dataset is not automatically appropriate for a workflow. The people represented in the records, the stewards responsible for them, and the rules around reuse all shape the boundary.

- Who created, maintains, and is represented in the data?
- What permission covers this specific use?
- Which records must never enter a model or log?
- Who can correct, export, restrict, or delete the record?
EVIDENCE SIGNALS
What good evidence looks like
- Data classes and prohibited fields are explicit.
- Access follows source authority.
- Retention and deletion have owners and evidence.
FAILURE MODES
What can disappear
- A new use exceeds the original permission.
- Retrieved records flatten source permissions.
- Deletion removes a source but not its copies or traces.
